Abstract: In 1995, the city of San Francisco passed legislation to provide its employees with insurance coverage for acupuncture and prescribed herbs. The goal was to encourage HMOs to incorporate traditional Chinese medicine into Western care. However, because of the way the law was implemented, the city ended up providing separate coverage through self-insurance, not HMO's. New legislation that is being supported will require HMOs to offer coverage for acupuncture and prescribed herbs for city and county employees. Contact information is included for further details.
