Abstract: There are renewed pressures on the Federal government to lift the ban on needle exchange programs and to devote more funds to fighting what is the primary mode of HIV transmission in the United States. More than one-third of the 548,000 AIDS cases in the U.S. are attributed to injection drug use or sex with injection drug users, and health officials say that number is growing by 25,000 per year. Many studies show that needle exchange programs are effective, but Americans remain morally and politically opposed to them. Connecticut became the first State to legalize the purchase and possession of syringes five years ago, and has found that 75 percent of addicts report buying their syringes at a pharmacy instead of on the street.
