Abstract: A Federal program offering funds to States that implement an abstinence-only curriculum for school children is being well received in every State except Wyoming. In Wyoming, a task force recommended that the governor not accept the money because it amounts to federally-dictated morality. The program gives $4 in Federal funds for every $3 in State funds. The law dictates that States receiving the money must teach abstinence from sexual activity outside of marriage to all school-age children. Opponents argue that an abstinence-only curriculum ignores adolescents who are already engaging in sexual relations. Some States will use the funds to develop school-based curriculums and others will develop media-based campaigns.
