Abstract: The Houston City Council voted to begin showing HIV prevention videos in city jails. The city's Health and Human Services Department determined that inmates need the information but the plan was challenged by critics within the City Council and some citizens of the Houston area. A study found six percent of inmates in the county jail tested positive for HIV, compared to less than one percent of the population as a whole.
