Abstract: The Ricky Ray Hemophilia Relief Act of 1995 has been introduced in the House of Representatives. The legislation, drafted by three Committee of Ten Thousand (COTT) members, acknowledges the Federal government's shared responsibility for the hemophilia holocaust. If passed, each individual with a bleeding disorder infected by AIDS-tainted AHF, and their infected spouse or child, if applicable, will be compensated $125,000.
