Abstract: Clinicians, activists, and people with AIDS are nervous about what Republican lawmakers may do to medical and social programs, particularly the Ryan White Care Act, HIV prevention and education programs of the Centers for Disease Control and Prevention, and Medicaid. They worry that funding for these programs may be eliminated or block granted. House Speaker Newt Gingrich indicated support for continuing Ryan White funding in a letter written to Rep. Thomas J. Bliley Jr., chairman of the House Energy and Commerce Committee. However, there is concern that he might change his position. Battles may also erupt over the substance of prevention and education programs, including the continuing debate over sex education and condom distribution in schools, needle exchange, and the explicitness of prevention messages. Welfare reform could deny many social services to legal and undocumented immigrants. AIDS research, safe until 1996, may see reductions in that year, and the Office of AIDS Research (OAR) will face challenges from legislators who were opposed to its creation. AIDS organizations plan to watch key power brokers in Congress, hold the President accountable, and continue with the expectation that this administration is serious about mounting a national challenge to this epidemic.
