Abstract: A bill signed into law April 3, 1995 by President Boris Yeltsin states that travelers who plan to spend more than three months visiting Russia must take an HIV-antibody test to ensure they are free of the virus. The law also requires mandatory testing of Russians who work in certain professions. Although the new law resembles that of the United States, it is more stringent than those of most European countries. It is much less severe than an earlier version vetoed by Yeltsin, which would have required HIV testing for anyone visiting the country, regardless of the length of their stay. Russian health officials said only 800 people have been diagnosed with AIDS. However, drafters of the bill said the legislation is needed to prevent HIV infection from spreading to Russia. Critics of the law say it will not stop the spread of the virus because it does not cover the increasing number of Russians who travel abroad.
