Abstract: Patsy Fleming, Henry Cisneros, governors, mayors, and national AIDS organizations, lobbied successfully to keep the Housing Opportunities for People with AIDS (HOPWA) program in the President's fiscal 1996 budget. It is unclear how much money will be appropriated, but estimates are in the $186 million to $250 million range. The strategy on the Hill will be to convince Republican leaders that the HOPWA program is consistent with their political philosophy, and to keep it from being included in one of three HUD general purpose block grants.
