Capacity building for evaluation and monitoring in grass roots NGOs.

Abstract:
It is the very rare grass roots NGO that has the technical ability to monitor and evaluate its own programmes and projects. Yet without effective monitoring rational midcourse correction is not possible, and without proper evaluation other people can not draw upon the results and experience. The NGO AIDS Cell was set up to activate NGO interest in HIV/AIDS in support of the National effort. NAC is a coalition between a funding agency, academic institution and a partner NGO. Initially as a part of the technical inputs provided by the Centre for Community Medicine, monitoring and evaluation were taken as the responsibility of the Centre. However it was soon realized that not only because of the heavy manpower commitment in repeated visits to many small scattered organizations at the periphery, but, more importantly, to ensure continuity and reduce dependence it was important to build up the ability for monitoring and evaluation within the NGO network itself. An innovative technique for this has been developed. A small number of like-minded grass roots NGOs were encouraged to network amongst themselves to share responsibilities and resources. One of the NGOs were funded a project devoted to monitoring and evaluation of the other members of the network. Other tasks that were similarly shared amongst members related to the development and field testing of educational material for the use of the group.
