Abstract: PROBLEM: A previous study (see Amsterdam, PoC4183) indicated that the two main motives for non-use of condoms in commercial sexual relations were a relationship of trust between FSW and known clients and refusal by clients. Consultation with target public through 13 health agents recruited from FSW revealed a felt need for printed support materials for the task of improving negotiating power with regard to safer sex practices. METHODS: A folder was used targetting clients of FSW, containing basic information on HIV/AIDS, correct use of condoms, and general aspects of male health, produced with the participation of the target groups (FSWs and clients) in all stages (text, layout, and evaluation). RESULTS: Health agents report increase in negotiating power in regard to safer sex in the target groups due to: 1. personal contacts for information/clarification between FSWs and peers; 2. access to support materials; and 3. broadening of self-respect for both FSWs and clients through incentive for mutual respect. CONCLUSIONS: The association of work with personal contact between health agents recruited from FSWs and their peers and educational materials targetting clients indicates efficacy of approach with direct participation by target groups.
