Abstract: (Producer) Documents a legal needle exchange program that is saving lives. Injecting drug use can be linked to about one third of all AIDS cases nationwide, and in New Haven the problem was even more severe. In 1990, in response to this epidemic, the state legislature passed a bill legalizing the operation of a needle exchange program. In November 1990, the New Haven Health Department and the Chief of Police began operating such a program. Since its inceptions, over 1,000 clients have been enrolled, and over 30,000 needles were exchanged.
