Abstract: OBJECTIVES: This paper compares actual prison policies on HIV disease with WHO's recommendations (1987). METHODS: Data are from surveys for WHO (Harding, 42 nations), US Justice Dept. (Hammett, US and Canada), and the Australian Dept. of Community Services and Health (Egger and Heilpern, Australia). RESULTS: WHO recommendations include up-to-date education and no involuntary HIV testing or segregation of HIV-infected prisoners. Actual policies (as of 1989-90) in the surveyed nations are summarized below. TABULAR DATA, SEE ABSTRACT VOLUME. CONCLUSIONS: Actual policies differ substantially from WHO recommendations. There should be continuing discussion with prison officials worldwide regarding appropriate HIV policies.
