Abstract: (Producer) Retired Admiral James Watkins, a former Chief of United States Naval Operations with no health policy experience, was appointed chairman of the Presidential Commission on the Human Immunodeficiency Virus (HIV) Epidemic by President Ronald Reagan in late 1987. Within eight months the Watkins panel had issued a landmark report that called for strong federal measures to deal with problems of discrimination, privacy, health care and education connected with the disease.
