The bill seeks to create a national HIV prevention "Advisory Council" that would act in conjunction with the Secretary of Health and Human Services as an oversight body for federal HIV prevention programs. The council would be composed of local and national public health figures, representatives from community-based organizations, and individual people living with HIV and AIDS. The bill specifically mandates the inclusion of women, people of color, and youth on the council. Additionally, each federal agency with HIV/AIDS programs would be required to create an individual office of HIV prevention, develop a plan for its activities, and submit the plan to the advisory council each year for review.
The bill also encourages states and localities to create a similar infrastructure by offering financial assistance for HIV prevention programs to those that do so.
The bill has not yet received action.
