Mr. Lancaster has extensive experience in the medical and public health fields, particularly in the development of public health policy and promotion of health education. Since March 1996, Mr. Lancaster has served as Senior Vice President for Management and Policy and, since January 2003, as Chief Operating Officer of the Morehouse School of Medicine in Atlanta, Georgia.
Prior to that, he served as Vice President for Health and Social Policy at the Morehouse School of Medicine from February 1993. During the period March 1990 through January 1993, Mr. Lancaster was Executive Assistant to the Secretary and Principal Deputy Assistant Secretary for Planning and Evaluation at the U.S. Department of Health and Human Services ("HHS"), where his responsibilities included a wide range of policy, program and management matters.
Prior to serving at HHS, Mr. Lancaster was General Counsel of Hamilton Enterprises, Inc., Senior Washington Representative for Blue Cross/Blue Shield Association, Chief of the Division of Fee-For-Service Plans at the U.S. Office of Personnel Management and Executive Assistant to the Chairman at the National Institute for Advanced Studies.
Mr. Lancaster received a B.A. in Economics from The Catholic University of America, his M.B.A. from the Wharton School of the University of Pennsylvania, and his law degree from The Georgetown University Law Center.
He is also admitted to the Bars of Pennsylvania and the District of Columbia and serves as a Board member for the Morehouse College Research Institute and as President for the Minority Health Professions Foundation.
